About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism.

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

Harmonizing MLA in East and West Africa

The International Institute for Justice and the Rule of Law (IIJ) is leading efforts to harmonize the processing of mutual legal assistance (MLA) and extradition requests in East and West Africa. Working with Central Authority practitioners, the IIJ is delivering sustainable impact in an area that is crucial for effective international judicial cooperation.

Terrorism and Organized Crime Nexus in East Africa

The GCTF Capacity-Building in the East Africa Region Working Group convened its Fourth Plenary Meeting focused on the nexus between terrorism and transnational organized crime. The discussion enabled a better understanding of emerging trends, the identification of lessons learned, good practices and existing gaps to tackle the nexus.

Funding and Enabling Community-Level P/CVE

The GCTF Rabat Memorandum Travels the World

Since 2014, the world’s largest regional organization, the Organization for Security and Co-operation in Europe (OSCE), has been promoting the use of the Rabat Memorandum on Good Practices for Effective Counterterrorism Practice in the Criminal Justice Sector, a GCTF Framework Document.
