GCTF Initiatives 2017 - 2018 

In 2017-2018, the Netherlands led the Nexus between Transnational Organized Crime and Terrorism Initiative and, in collaboration with the United Nations Interregional Crime and Justice Research Institute (UNICRI), developed the The Hague Good Practices on the Nexus between Transnational Organized Crime and Terrorism. At the Fifteenth GCTF Coordinating Committee in Malaga in March, 2019, the Netherlands launched a Policy Toolkit with the view of operationalizing The Hague Good Practices.

In the same year, the Initiative on Addressing the Challenge of Returning Families of Foreign Terrorist Fighters (FTFs), co-led by the Netherlands and the United States under the auspices of the GCTF FTF Working Group, developed a set of Good Practices on Addressing the Challenge of Returning Families of Foreign Terrorist Fighters (FTFs). The GCTF Initiative to Address Homegrown Terrorism, led by Morocco and the United States also under the auspices of the GCTF FTF Working Group, in collaboration with the International Institute for Justice and the Rule of Law (IIJ), developed the Rabat – Washington Good Practices on the Prevention, Detection, Intervention and Response to Homegrown Terrorism. 

All the above documents were endorsed by GCTF Members at the Ninth Ministerial Plenary Meeting, held in September 2018, in New York.
