The evolution and proliferation of uncrewed systems and the rapid growth of new and emerging technologies presents new opportunities for abuse and misuse by terrorist groups. Through this virtual dialogue, GCTF Members and key stakeholders considered how advances in Artificial Intelligence impact the deployment of unmanned systems (UxS) by terrorists, including how the potential wider impacts of this technology change the dynamic threat landscape.
Led by the United Kingdom and United States, the GCTF Counter-Unmanned Aerial Systems and New, Emerging, and Disruptive Technologies Initiative aims to help practitioners and policymakers develop a more comprehensive understanding of the risks, challenges, and benefits of UxS and new and emerging technologies, while guiding policies that are nimble and take into account future threats. This two day activity built upon the findings from prior virtual workshops to identify gaps in information and communication exchanges, highlight new opportunities, and share best practices in responding to these new and emerging technologies.
This Initiative operationalizes the 2019 Berlin Memorandum on Good Practices for Countering Terrorist Use of Unmanned Aerial Systems which provided GCTF Members and international partners with 26 good practices (GPs) intended to inform and guide governments in identifying, developing, and refining policies, practices, guidelines, regulations, programs, and approaches for countering the use of UAS for terrorist purposes. The Berlin Memorandum and the GCTF Counter-Unmanned Aerial Systems (CUAS) and New, Emerging, and Disruptive Technologies Initiative (previously known as the GCTF Initiative to Operationalize the Berlin Memorandum) highlight legitimate applications and address terrorist misuse of UAS.
