To build on the 2016 GCTF Good Practices in the Area of Border Security and Management* and in response to UN Security Council Resolutions 2396 (2017) and 2482 (2019) calling for enhanced international action to strengthen border security, the leads of the GCTF Border Security and Management Initiative, Jordan; the United States; and the UN Office of Counter-Terrorism (UNOCT), developed two new practical guidance tools which update and support the implementation of the 2016 Good Practices.
The Addendum introduces 14 recommendations that integrate human rights-compliant and gender-sensitive approaches into border security and management (BSM) strategies. It aims to foster the responsible use of new and emerging technologies, such as unmanned aerial systems (UAS) and artificial intelligence (AI), to enhance border security measures while being cognisant of the interests of border communities. The Addendum includes an Annex which offers a library of international resources for border security and an overview of key actors providing technical assistance for members of the international community and countries seeking to improve their border security.
The Training-of-Trainers Curriculum seeks to develop a cadre of proficient trainers who are well-versed in the latest border security and counterterrorism strategies and capable of facilitating capacity-building training initiatives.
