Promoting and Protecting Human Rights and The Rule of Law While Countering Terrorism and Supporting Victims of Terrorism 

States have not only a right but a duty to take effective counterterrorism measures. Effective counterterrorism measures and the protection of human rights are complementary and mutually reinforcing objectives, which must be pursued together. Measures to ensure respect for human rights for all and the rule of law as the fundamental basis for the fight against terrorism.
